HAMPI

A national self-exclusion register through which you can block yourself from all Estonian-licensed casinos at once for free — for at least six months.

Also: self-exclusion register · gambling ban · gambling restriction

Definition

HAMPI is a list of persons with gambling restrictions — a national register managed by the Tax and Customs Board that a person can add themselves to in order to block access to all Estonian-licensed gambling operators at once: both online casinos and gaming halls and casinos.

The restriction is free, can be set up in the e-MTA environment or at an EMTA service office, and lasts at least six months. It can’t be cancelled early and doesn’t end automatically — to be removed from the list you must file a separate application after the chosen period ends. Operators are obliged to check the register and not allow a person listed in HAMPI to play.

How to self-exclude from casinos in Estonia

In Estonia you can bar yourself from all Estonian-licensed gambling at once through HAMPI, the register of gambling restrictions. To set a restriction, submit an application to the Tax and Customs Board. Once it takes effect you can no longer enter any Estonian-licensed casino or gaming hall. How to remove a gambling restriction

A HAMPI restriction cannot be cancelled immediately — by law it runs for a minimum period and requires a separate application to end. This waiting time is a deliberate safeguard. If you need help, reach out to responsible gambling support.

Example: you add yourself to the HAMPI list in the e-MTA — the very same day all Estonian-licensed online casinos and venues will refuse to let you play. Changing your mind doesn’t cancel the restriction.

How to set a HAMPI restriction?

1

File an application

Log in to the e-MTA environment or visit an EMTA service office.

2

Choose the scope and period

Define which gambling types the restriction covers and choose a duration from six months.

3

The restriction takes effect

All Estonian-licensed operators must check the register and keep you from playing.

4

Ending

After the period ends you must file a separate application to be removed from the list — the restriction doesn’t lift automatically.

Frequently asked questions

Can a HAMPI restriction be cancelled early?

No. It’s a deliberate protective mechanism — a wish to cancel arising from momentary emotion mustn’t break the restriction. It lasts at least until the end of the chosen period.

Does the exclusion apply at foreign casinos too?

No — the register covers only Estonian-licensed operators. This is one important reason to avoid unlicensed casinos: HAMPI protection doesn’t work there.

Can someone add me to HAMPI without my consent?

As a rule a person adds themselves to the list. The restriction is a personal self-protection tool, not a punishment imposed by others.

Guide

What HAMPI is and why it matters for players in Estonia

HAMPI is Estonia's national gambling self-exclusion register, maintained by the Estonian Tax and Customs Board (Maksu- ja Tolliamet, EMTA). Its purpose is simple but powerful: with a single application, a player can block themselves from every gambling operator licensed in Estonia at once, instead of having to opt out separately at each casino or betting site. Because the register is tied to all EMTA-licensed operators, entering yourself into it means that no lawfully operating Estonian casino is allowed to let you play for as long as the restriction remains in force.

In practice, registration is handled through EMTA's e-services, which you log into using an ID-card, Mobiil-ID or Smart-ID. Since your identity is verified by state means, no one else can impose the restriction in your name or quietly remove it. Once the entry is made, the information reaches operators and the opening of a gaming account — or logging into a licensed platform — is blocked. This automatic, cross-operator reach is what sets HAMPI apart from a single casino's own responsible-gambling tools, which only apply within that one brand.

For Estonian players it is important to understand that self-exclusion is set for a defined term, and the minimum period is at least six months. This is deliberate: a brief "cooling-off" pause does not always interrupt addictive behaviour, so the law provides for a longer minimum duration. A crucial detail many people miss is that the entry cannot be cancelled on impulse before the term ends. That safeguard protects a person from the momentary emotions that, in problem gambling, are often the most dangerous.

A common misconception is that HAMPI blocks only one particular casino, or that the service costs money. In reality, entering the register is entirely free and it covers every Estonian-licensed operator simultaneously — online casinos, betting, and physical gaming halls alike. The important boundary is different: the register applies only to operators under EMTA supervision, so foreign sites without an Estonian licence are not automatically closed off, which is one more reason to avoid unregulated providers in the first place.

It is also worth understanding that HAMPI is not a punishment or a lifelong "mark" — it is a voluntary, conscious step toward regaining control over your gambling habits. Many people use it preventively, sensing that play is starting to take up too much of their money or time, so the register is better seen as a personal safety net than as something to fear or feel ashamed of.

Gambling in Estonia is permitted from the age of 21 and should always remain entertainment rather than a way to make money. If you feel your control slipping, self-exclusion through HAMPI is one of the most effective steps you can take, and a state-run problem-gambling helpline is also there to support you. Play responsibly and always set yourself clear limits on both time and money.
